Draft of new ETSI EMC standard for combined radio and non-radio, industrial equipment

Draft ETSI EN 303 446-2 V1.1.0 (2017-03)
“ElectroMagnetic Compatibility (EMC) standard for combined and/or integrated radio and non-radio equipment; Part 2: Specific conditions for equipment intended to be used in industrial locations; Harmonised Standard covering the essential requirements of article 3.1(b) of Directive 2014/53/EU”

Background:

This future RED harmonised standard is based on the principles given in ETSI EG 203 367 “Guide to the application of harmonised standards covering articles 3.1b and 3.2 of the Directive 2014/53/EU (RED) to multi-radio and combined radio and non-radio equipment”.

Scope:

This part of the standard sets requirements for radio enabled products designed for and intended to be used in industrial locations in respect of ElectroMagnetic Compatibility (EMC) under article 3.1(b) of Directive 2014/53/EU.

The present document is only applicable to combined and/or integrated equipment where:

  • the radio function is within the scope of one or more of the standards listed in clause 2.1.1 of the standard, (eg ETSI EN 301 489-1), and
  • the non-radio function is within the scope of one or more of the standards listed in clause 2.1.2 of the standard, (eg EN 61000-6-2 and EN 61326-1).

Basic EMC requirements

At least one configuration of typical intended use shall be tested with both non-radio and radio functions operating at the same time.

The configuration of the EUT should be established in order to:

  • maximize the emissions of the EUT;
  • ensure the EUT is most susceptible;
  • be typical of the intended use.

Schedule for publication as a harmonised standard (under the RED):

  • Publication                         2017-12-18
  • Citation in the OJ              2018-04-02

EU Conflict Minerals Regulation adopted

Key points:

Implementation:

The new regulation is expected to be signed into EU law by the end of May 2017.

The new regulation will take effect on 1 January 2021

Who will be effected?

The regulation only applies directly to EU-based importers of tin, tantalum, tungsten and gold, whether these are in the form of mineral ores, concentrates or processed metals, for example

Upstream companies

(ie mines / traders / smelters & refiners)

Have to comply with mandatory rules on due diligence when they import

Downstream companies

(ie traders / component producers / manufacturers & assemblers / end-users)

  • those importing metal-stage products also have to meet mandatory due diligence rules
  • those operating beyond the metal stage do not have obligations under the regulation;  but they are expected to use reporting and other tools to make their due diligence more transparent

New Harmonised standard list for the Radio Equipment Directive

Radio Equipment Directive (2014/53/EU)

There is a new publications in the OJEU of standards harmonised under the Radio Equipment Directive:

  • 12th April 2017               2017/C 118/05 35 standards added

This brings the total number of standards harmonised under the RED to 100

(compared to over 200 standards harmonised under the R&TTE Directive).

The list of harmonised standards will continue to be published every month.

List of Harmonised Standards for the new EMC Directive (2014/30/EU) published in the OJ

A list of Harmonised Standards for the new EMC Directive (2014/30/EU) was published in the Official Journal on 13th May 2016.

Compared to the last list published for the old EMC Directive (2004/108/EC) there are:

Some observations

It appears some standards have been removed for two reasons:

  1. They have expired, or
  2.  They will be moved to the Radio Equipment Directive, including..
  • EN 55013:2013 – Sound and television broadcast receivers and associated equipment – Radio disturbance characteristics – Limits and methods of measurement
  • EN 55020:2007 – (and amendments) Sound and television broadcast receivers and associated equipment – Immunity characteristics – Limits and methods of measurement
  • EN 55022:2010 – Information technology equipment – Radio disturbance characteristics – Limits and methods of measurement
  • EN 55032:2012 – Electromagnetic compatibility of multimedia equipment – Emission requirements
  • EN 55103-1:2009 (and amendments) Electromagnetic compatibility – Product family standard for audio, video, audio-visual and entertainment lighting control apparatus for professional use – Part 1: Emissions

We are now in a one year transition for the Radio Equipment Directive.

This means that for Products within OLD/NEW LVD/EMCD that will be within the RED, there is a choice of which Directive(s) to apply when considering products placed on the market and applicable Directive(s)

between 20 April 2016 and 12 June 2016

  • new LVD/EMCD

between 13 June 2016 and 12 June 2017

  • RED or new LVD/EMCD

after 12 June 2017

  • RED

However, there are now no harmonised standards under the new EMC Directive (2014/30/EU) for:

  • Sound and television broadcast receivers and associated equipment

Also there are no harmonised emission standards under the new EMC Directive (2014/30/EU) for:

  • Information technology equipment
  • multimedia equipment
  • Audio, video, audio-visual and entertainment lighting control apparatus for professional use

So its unclear if there is a transition period at this time.
